A legislature's appropriations committee will craft a bill that lays out how the government's money should be spent for a given time period (usually a fiscal year), which is then voted on by the legislature and signed into law by the president or governor. Often, these bills are huge, and contain many "riders"

- CQ Politics | Top Navy Officer Opposes F-35 Alternative Engine: The Navy?s top officer said Tuesday he opposes the continued development of an alternative engine for the new F-35 Joint Strike Fighter jet, a program at the center of a veto clash between the White House and Congress. Despite the official opposition of both the Bush and Obama administration s to the second engine, some military leaders have worried about relying completely on a single engine manufacturer. But in a brief interview Tuesday, the chief of naval operations, Adm. Gary Roughead, weighed in on the debate, arguing that keeping parts for two engines on the decks of aircraft carriers was not advisable. ?Space is at a premium,? he said. ?Therefore you can put me solidly in the one-engine camp.?

- Statement of Administration Policy - H.R. 2647 - National Defense Authorization Act for Fiscal Year 2010: The Administration strongly objects to the addition of $603 million for development and procurement of the alternative engine program, and the requirement for the Department to fund the alternative engine program in future budget requests to the President. These changes will delay the fielding of the Joint Strike Fighter (JSF) capability and capacity, adversely impacting the Department 9;s overall strike fighter inventory... JSF. The current engine is performing well with more than 11,000 test hours. Expenditures on a second engine are unnecessary and impede the progress of the overall JSF program. Alleged risks of a fleet-wide grounding due to a single engine are exaggerated. The Air Force currently has several fleets that operate on a single-engine source. If the final bill presented to the President would seriously disrupt the F-35 program, the President' ;s senior advisors would recommend a veto.

- Obama Issues First Veto Threat, To Make Point About Defense Spending: On Wednesday, Obama issued the first veto threat of his presidency, stating he would refuse to sign the House's version of the fiscal 2010 defense authorization bill (HR 2647) if it includes either of two provisions: $369 million in advanced fiscal 2011 procurement funds for the F-22 aircraft or $603 million for development and procurement of the alternative engine program for the F-35 Joint Strike Fighter...In its veto message, the administration said the number of F-22 stealth fighters should be capped at 187, and that the alternative engine program for the Joint Strike Fighter would add delays to the plane's overall development effort. The administration noted that the aircraft' s current engine is performing after more than 11,000 test hours.

The engine dispute is an ongoing spat between the Pentagon and Congress. Presidential administration s have for several years tried to kill the alternative engine, contending that it is unnecessary, and each year Congress adds money to the budget to keep the program going.

- Obama plays veto card against more F-22s, F136s: The Obama Administration warned today in a memo to Congraess that the president could veto the National Defense Authorization Act for Fiscal Year 2010. The House Armed Services Committee has voted to extend F-22 production and keep the F136 engine in competition with the F135. But both of those issues could become deal-breakers for President Obama.
- Obama threatens veto of defense bill over fighter jet add-on: The Obama administration Wednesday threatened to veto the House fiscal 2010 defense authorization bill if it includes any funding for more F-22 Raptor fighter jets or continues a second engine program for the F-35 Joint Strike Fighter.
- Defense veto threatened over F-35 fighter engine: The White House is threatening to veto the 2010 defense policy bill if it authorizes funding for a second engine for the F-35 Joint Strike Fighter. As the House is preparing to take up the 2010 defense authorization bill, the Office of Management and Budget issued a statement of administration policy stating that the president?s senior advisers would recommend a veto if the final bill ?would seriously disrupt the F-35 program.? The Pentagon strongly objects to the alternative engine produced by General Electric and Rolls Royce. The primary engine is produced by Pratt & Whitney. One of the main reasons for the administration ?s opposition to the congressional funding of the second engine is because lawmakers traditionally cut funding for a few F-35s to find the funding necessary for the alternative engine.

- Loh: Funding alternative engines for F-35 Joint Strike Fighter a waste of federal dollars: Congress is in the process of authorizing this year?s Defense Department budget. The House has already added the alternate engine funding back to the bill. At the same time, the House cut two F-35s from the budget request. At a June 9 hearing before a Senate subcommittee, Air Force Gen. Mark Shackelford testified that funding an alternate engine would mean cutting two to four aircraft this year and as many as 53 in the next five years. The Senate will consider the issue this week.
