Hour Rule Defined
A provision in the rules of the House that permits one hour of debate time for each member on amendments debated in the House of Representatives sitting as the House. Therefore, the House normally amends bills while sitting as the Committee of the Whole, where the five-minute rule on amendments operates. See also:Committee of the Whole
